Procedure for Photographing a Crime Scene
Directions: While a policy describes a principle or rule to guide decisions that should result in some desired outcome (describes what and why), a procedure outlines the steps to achieve the desired outcome (describes what, how, where, and when). Use the outline below to create a procedure for photographing a crime scene. If you wish, you make the procedure specific to either still photographs or video.
1. Procedure Statement: In general terms, what should the procedure accomplish? 2. Statement of Purpose: It should address the importance of maintaining a proper chain of custody where the photo will be admissible in court–think relevance, authentication, how gruesome can the photo be, and nudity. 3. Terms and Definitions: These are the terms used in this policy and their definition. 4. Specific Responsibilities: You may add more under this heading if you feel it is necessary. a. Crime Scene Protection: Describe the initial steps you would take in securing the scene and collecting evidence. b. Equipment: Describe what equipment you would normally take along, such as a camera and lighting. c. Safety Precautions: What do you need to do to ensure your safety? d. Types of Photos: Think long shots to take in as much of the crime scene as possible and close-ups to show detail. What notes, such as camera settings and distance to object, will you keep concerning the photo? e. Photo Identification: Describe how you will ensure that you can identify the photo at some later date. Remember that you must be able to verify that the photo is a fair and accurate representation of the crime scene. f. Chain of Custody: If you must release the photos to someone else, what steps/forms will you use to maintain the chain of custody? g. Storage of Photos: Describe how the photos will be preserved and the precautions that you must address. What format will you use (TIFF, Bitmap, JPEG)? h. Reconstruction of the Crime Scene: What will you do if you arrive at the scene and find that someone has altered the crime scene or moved objects? i. Presentation at Trial: Describe how you can present the photos at court. What type of presentation is best for what kind of photos?
Note: You may use your favorite search engine to collect additional information for formulating your procedure. Use the search term(s) crime scene photography, forensic photography, etc.
Use the following checklist to ensure that you have addressed all of the requirements for this activity. The instructor will also use the checklist to evaluate your submission.
1. A brief description of what the procedure will accomplish is included. 2. The Statement of Purpose describes the importance of maintaining the chain of custody and other considerations that will promote the admissibility of the photo at trial. 3. The terms (Terms and Definitions) used in the procedure are adequately addressed. 4. The items under Specific Responsibilities are adequately addressed. 5. Your document is reflective of the written communication skills required of a college student in that it is accurate, concise, and professional in appearance with proper spelling and grammar.

Operational Planning and Development IP4

Operational Planning and Development IP4. Operational Planning and Development IP4. Downloaded is the Strategic Operational Plan Proposal (SOPP) template that is needed to complete this deliverable.

You are an operations officer for the Joint Terrorism Task Force (JTTF) and you were instructed by the special agent in charge (SAC) of the task force to develop a Strategic Operational Plan Proposal (SOPP) and to have the first draft as detailed as possible for the SAC’s review. He gave you this assignment because you already conducted research on numerous sections of the proposal, and you are expected to incorporate your previous work into this outline. For this first draft, the information needs to be clear and concise, with general substantive work.

The following scenario gives you the necessary information to complete the SOPP:

The al-Qaeda terrorist organization is attempting to infiltrate two cells composed of 12 individuals each into a major metropolitan city in the United States. The al-Qaeda cells are funded by a Russian organized crime faction that is trying to penetrate Chicago, IL and displace Chicago’s local syndicate known as The Outfit. The Office of the Director of National Intelligence, through external and internal U.S. sources, identified the Russian organized crime (OC) faction and its methodology of money laundering in 2012 but delayed a response because signal intelligence (SIGINT) identified the OC’s relationship with al-Qaeda. The city of Chicago was identified as the terrorist organization’s main target, but it is not known how the group will gain access to the United States at this time. The Drug Enforcement Agency (DEA) identified that the Russian OC faction is attempting penetration into Chicago’s drug, gambling, and prostitution operations for which The Outfit is currently the dominant leader. Chicago police reported three separate assassination-style murders of Russian OC local leaders and attributed the murders to The Outfit.

The National Security Agency (NSA) reported SIGINT between the Russian Federal Security Service (FSB) and the Miami-based Russian OC syndicate identifying the transfer of two low-yield nuclear devices to Iranian Ministry of Intelligence operatives at the port of Donetsk, Ukraine during the chaos caused by the separatist move from the Ukrainian government, who in turn where identified by the Central Intelligence Agency (CIA) as having delivered the two nuclear devices to known al-Qaeda operatives with an unknown destination. The Department of Homeland Security (HLS) has increased the U.S. threat level to elevated.

The CIA identified, through SIGINT (cell phones, texting, and e-mails), that al-Qaeda obtained numerous canisters of sarin gas (also known as GB) and is intent on using it against the United States in retaliation for its role in the Afghan war. The CIA and Department of Defense, U.S. Northern Command Intelligence identified the possible infiltration points for the al-Qaeda operatives to be along the Mexico/U.S. border.

The identification of the leader for terrorist cell number 1 was made by the CIA. The cell is possibly composed of 12 men, of whom 2 are of Arab descent, 7 Philippine, and 1 American. The leader’s name is Alwani abu Rayan, but he goes by the alias of Roberto Martinez (his father was Iranian, and his mother was Columbian). The American’s name is John Q. Citizen, and he was a resident of Chicago. Chicago FBI conducted a threat analysis based on all source intelligence and identified the O’Hare and Midway International Airports, the McCormick Place Convention Center, and the Federal Reserve Bank of Chicago as possible targets for the potential low-yield nuclear weapons. Through the DEA, the FBI received intelligence that the GB gas is most likely to be used by the second terrorist cell against the leadership of The Outfit. It is believed that the Russian gang may not be aware that their cooperation with the al-Qaeda organization may also include nuclear devices, which may have catastrophic implications to their vision of controlling the territory belonging to The Outfit.

All information has been provided to the FBI, and the FBI has assigned you as their lead planner. You are provided with the additional guidance that the mission parameter dates are from 1 June through 6 July 201X. You were also provided guidance as to the mission: conduct counterterrorist operations in the vicinity of Tucson, AZ to apprehend and destroy terrorist cells infiltrating the United States. Also, conduct counterterrorist operations in the area of Chicago, IL to apprehend and destroy terrorist cells that may have already infiltrated into that area.
The Joint Terrorism Task Force (JTTF) Teams Delta 1 and 2 are assigned to the missions, respectively. Both teams are composed of FBI, HLS, Department of Defense, NSA, DEA, and local law enforcement with a total body count of 45 each.

The Juvenile Corrections System and the Shortcomings

The Juvenile Corrections System and the Shortcomings. The Juvenile Corrections System and the Shortcomings. The sequence of activities for creating your final paper that we recommended you complete last week is repeated here. Be prepared to edit, rearrange, and rewrite your paper multiple times. This will enable your instructor to prepare your final paper for use in both final course grading and competency scoring within the window provided by the College.

Instructions: Begin by organizing your work in the order of the scaffolded assignments: Research Proposal, Literature Review, Diversity Perspectives, and Ethical Perspectives. Add to those your notes used in your oral presentation as well as the feedback and suggestions provided by faculty and classmates. Make sure you have APA citation information for all the additional scholarly sources you’ve gathered since your initial Literature Review.

Create a new document to use as the draft for your final paper. You cannot use the work you submitted earlier for review, nor can you simply insert minor changes to the original papers. Each section must be thoroughly revised and rewritten to incorporate the feedback provided as well as additional scholarly sources necessary to fully support your thesis.

Begin your document by drafting a working thesis for your final paper. Your Research Proposal should be helpful here. Be prepared to edit after you’ve completed all sections of the final paper. Leave the introduction section blank for now.

  1. Copy/paste in your revised/rewritten Literature Review. Your revised work must present a comprehensive overview of the contemporary research studies and other recent scholarly articles examining the topic approved by your instructor (a minimum of 7-9 relevant scholarly articles in this final version). If appropriate, your review may also include a limited number of discipline-specific reports from industry or government agencies. When using industry-related sources, be mindful of the potential bias involved and examine that in your review. Your revised work must reflect clear evidence of improved research, writing, analysis, synthesis, and argument development skills.

Draft transition paragraphs to move the reader from your Literature Review to your Diversity Perspectives section. In this section you must state the problem you are examining and the significance of this problem. Include additional scholarly sources as needed with appropriate citations. Your Diversity section should use a combination of sources from your Literature Review and other peer-reviewed sources specific to the diversity issues.

  2. Copy/paste in your revised/rewritten Diversity Perspectives paper. When revising your work, be sure you discuss the different groups associated with the problem, paying particular attention to the dominant as well as the disenfranchised and vulnerable groups.

Use Hofstede’s cultural dimensions theory when analyzing diverse perspectives, and be sure you’ve addressed such issues as ingroup favoritism, intergroup bias, societal norms, etc.

At the end of this section, you must summarize who’s involved and the most significant issues causing conflict between groups. Your work must reflect clear evidence of improved research, writing, analysis, synthesis, and argument development skills.

Draft transition paragraphs to move the reader from your Diversity Perspectives section to your Ethical Perspectives section. Include additional scholarly sources as needed with appropriate citations. Your Ethical Perspectives section should use a combination of sources from your Literature Review and other peer-reviewed sources specific to the ethical issues.

  3. Copy/paste in your revised/rewritten Ethical Perspectives paper. Identify and analyze examples of actions, practices, and policies affecting the vulnerable and disenfranchised groups identified in your Diversity Perspectives section. Consider the ethical underpinnings of these actions, practices, and policies. Describe likely outcomes, and weigh the consequences of such actions. Evaluate evidence of social responsibility within the context of social justice, economic justice, or distributive justice theory.

At the end of this section, you will summarize who’s affected by the problem, key differences found in your examination of multiple perspectives, and the significance of such differences.  Your revised work must reflect clear evidence of improved research, writing, analysis, synthesis, and argument development skills.

  4. Draft transition paragraphs to move the reader from your Ethical Perspectives section to your final section. Include additional scholarly sources as needed with appropriate citations.
  5. Advocate the most equitable solution to the problem examined. Draw upon the scholarly sources in your previous sections to substantiate your position. If necessary, provide further support with government reports and studies as well as non-government organizational reports and studies.
  6. Based on the work you’ve developed thus far, review and revise your working thesis.
  7. Draft a comprehensive introduction for your paper.
  8. Draft a conclusion that fully wraps up all themes and ideas presented in all the sections.
  9. Draft an abstract that provides a preview of the entire paper in about a paragraph.
  10. Build your comprehensive reference list in correct APA format.

The result of these steps should be a very rough draft of your final paper. As you further revise and refine it, keep in mind this basic framework that your final submission should follow:

  • Abstract
  • Introduction (250-300 words)
    • Provide overview with significance of the issue related to field of study
  • Literature Review (1,000-1,500 words)
    • Build upon Scaffold Step #3

crime rate. crime rate.

Without research, responses to crime would be based on opinions, emotions, and other factors that do not contribute to a reduction in the crime rate. Now that you have reviewed research on a wide range of topics as well as drafted a policy recommendation based on in-depth research about a topic, you may have greater insight on the challenges facing researchers and the role of research in the development of criminal justice policy at large. You may also have a better idea of how such research may play a role in your own career.
Post the extent to which you believe evidence-based research informs the development of effective criminal justice policy and why. Support your response with an example from the literature. Next, explain whether evidence-based research will inform your future role as a criminal justice professional and why.
